Moscow is becoming a safer city with the introduction of a city wide digital video surveillance system with 90,000 cameras, monitored and recorded on one network by 2007. The first Control Center of public area CCTV surveillance has been officially launched in Moscow with over 4000 cameras integrated into a single digital video surveillance system.

The purpose of this digital CCTV system is to improve crime detection and to prevent or reduce crime. Traditional legal methods of fighting against terrorism, armed robberies, assassinations, household thefts, hijackings etc., are not effective.  This calls for new and completely different principles of fighting crime that deliver tangible results.
